What goes wrong

Qualifying a tender protects the price. Qualify the wrong thing, such as the payment terms or a mandatory requirement, and the buyer may treat the whole tender as non-compliant.

Main contractors and public buyers ask for sample RAMS and method statements. A document copied from another job, with another site’s details, tells them how the work will actually be managed.

Health and safety is usually among the first things a buyer assesses.

Central government buyers give social value at least 10% of the total score. An answer that promises to “support the local community” scores poorly against a model that asks for specific outcomes.

Whatever is promised is monitored through the contract, typically as a key performance indicator.

Good answers get reused, and they should be. The risk is the paragraph that still names the last client, the last site or a project manager who left in the spring.

In plain terms

AI tender review is a final read of a tender submission, done before it is submitted. Its job is to make sure nothing the buyer asked for is missing and every question is fully answered. The price, the programme and the written method should tell the same story.

In Unibuild the tender is logged as an enquiry with its documents attached and priced in Advanced Estimating. The submission is reviewed, and a named person approves it before it goes. A won tender becomes the project, carrying the same reference.

Where tenders are decided

A tender is judged several times before anybody compares prices. Each stage has its own way of losing marks.

Pre-qualification

Before a tender is invited, the buyer checks the firm: insurances, accreditations, health and safety and finances. Build UK’s Common Assessment Standard is the pre-qualification question set many main contractors and clients now use. Getting on an approved list covers the paperwork.

The compliance check

Submissions are first checked for completeness: every form, declaration and document the instructions require. A missing item can end a tender before the quality answers are read.

Quality scoring

Evaluators score each answer against published criteria. Answers that cover every part of the question, inside the limit, with evidence behind them, score highest.

Price against quality

Under the Procurement Act 2023, in force since 24 February 2025, a competitively tendered public contract goes to the most advantageous tender. That is judged against the award criteria in the tender documents, which usually weigh quality as well as price.

Social value

For procurements under the Act started from 1 October 2025, central government buyers within PPN 002 weight social value at no less than 10% of the total score. From 1 January 2027, PPN 026 applies to contracts of £1 million or more, with a minimum of 20% from £5 million.

Who signs off a tender before it is submitted?

Is the price inside the tender checked too?

Does it work for public sector tenders under the Procurement Act 2023?
Yes. A public tender is assessed against the buyer’s own instructions and award criteria, and the review is there to make sure the submission answers them in full. Private tenders for main contractors are reviewed in the same way.
Can several people work on one tender?
Yes, and at no extra cost, because users are unlimited. The estimator, the contracts manager and whoever writes the method statements all work on the same record, each with the access you grant them.
Do we have to send the tender documents somewhere else to be checked?
