The address, the dutyholder, the appointed person, the survey reports relied on and the plans, at the top of the first page.

One row per material

Location, material or product, survey and sample reference, presumed or sampled, asbestos type, extent, condition, surface treatment and accessibility.

Scores and action

The material score from the survey and your own priority score, the recommended action, whether it is labelled, and when it was last inspected and is next due.

Areas not accessed

Each area the surveyor could not reach, presumed to contain asbestos until it has been inspected.

Materials found free of asbestos

Sampled materials that proved not to contain asbestos, recorded so nobody mistakes them later.

Inspection log

A recorded assessment

The dutyholder for non-domestic premises must ensure an assessment of whether asbestos is or is liable to be present, considering its condition. The conclusions of the assessment and of every review must be recorded.

Location and condition, passed on

Information about the location and condition of any asbestos must be given to every person liable to disturb it and made available to the emergency services.

The register

HSE's code of practice calls for a written record of the location and condition of asbestos and presumed asbestos, kept up to date. HSE's guidance alongside it says that record is frequently called an asbestos register, and it can be paper or electronic.

What it should contain

As a minimum, HSE lists every known and presumed material, its type, how much there is and its condition, the dates of the original and last inspection, the material and priority assessments, and areas presumed to contain asbestos because the surveyor could not reach them.

How to use it

Fill it from the survey report

HSE asks surveyors to present results so they can be lifted straight into a register. Copy each material across, one row each, and keep the report with it.

Check it before any work

Anyone planning work on the fabric checks the register first, even for a single drilled hole. Pass it to contractors at the tender or engagement stage.

Keep it live

Add materials when they are found or sampled, change the row when the condition changes, and record removals and repairs.

What is an asbestos register?
A record of every material in a building that is known or presumed to contain asbestos, with its location, extent, condition and the action needed. HSE's code of practice calls for a written record of where asbestos is and its condition, and HSE's guidance alongside it says that record is frequently referred to as an asbestos register.
Is an asbestos register a legal requirement?
Regulation 4 requires the dutyholder for non-domestic premises to record the conclusions of the asbestos assessment. Information on the location and condition of asbestos must reach anyone liable to disturb it. The regulation does not use the word register. HSE's code of practice calls for an up to date written record of location and condition, which is what a register is.
Who is responsible for the asbestos register?
The dutyholder: whoever has a contract or tenancy obligation to maintain or repair the non-domestic premises or, where there is none, whoever controls them. Day to day it is often kept by an appointed person, such as the facilities, estates or building manager.
Does a house need an asbestos register?
Not a private house or the inside of a flat, because the duty to manage in regulation 4 does not apply to domestic premises. HSE says it does apply to the common parts of multi-occupancy domestic premises, such as purpose-built flats and houses converted into flats: foyers, stairs, lifts and roof spaces, for example.
How often should an asbestos register be updated?
HSE says at least once a year, as part of the management plan review. Update it sooner if anything changes the risk: a material deteriorates, is removed or repaired, or new areas are surveyed or sampled.
What should an asbestos register include?
Every known and presumed material, its type, amount and condition, the dates of the original and last inspection, the material and priority assessments, and areas not accessed. HSE adds that photographs, actions with due dates and evidence of completion help.
Where does the information in an asbestos register come from?
Usually a management survey, which includes a material assessment of each item. HSE strongly recommends using a surveying organisation accredited by UKAS. You add the priority assessment, because only you know how each area is used and maintained.
